Dirjen Bina Bangda: Kemendagri Terus Berupaya Mendorong Pemberdayaan Nakes di Daerah

JAKARTA — Kementerian Dalam Negeri Mendukung Pemerintah dalam Pendayagunaan Tenaga Kesehatan Non ASN dan Honorer di Daerah (11/04/2022) Komisi IX DPR RI melaksanakan Rapat Dengar Pendapat (RDP) untuk membahas Pendayagunaan Tenaga Kesehatan Indonesia, termasuk Tenaga Kesehatan Non ASN dan Tenaga Honorer.

Pemerintah focus untuk mengupayakan terlaksananya pengangkatan tenaga kesehatan non ASN dan honorer menjadi Calon Aparatur Sipil Negara (CASN) menjadi materi pembahasan krusial selama rapat berlangsung.

Hal ini mengingat kebutuhan nakes yang masih sangat tinggi serta dedikasi nakes sebagai garda terdepan dalam mewujudkan kesehatan di Indonesia yang perlu diapresiasi.

Kementerian Dalam Negeri melalui Direktur Jenderal Bina Pembangunan Daerah, Dr. Teguh Setyabudi, M.Pd, terus melakukan upaya dalam mendorong pemberdayaan nakes di daerah, khususnya dalam pemenuhan kebutuhan nakes di wilayah-wilayah prioritas hingga ke tingkat puskesmas.

Teguh menjelaskan bahwa Kementerian Dalam Negeri telah menerbitkan beberapa kebijakan serta pedoman perencanaan dan penganggaran setiap tahunnya dalam mengakomodir pemenuhan kebutuhan nakes di daerah. Dengan demikian, kebijakan ini akan membantu pemerintah daerah untuk dapat mengalokasikan pemenuhan nakes daerah ke dalam dokumen perencanaan dan penganggaran daerah.

“Dengan berbagai kebijakan ini diharapkan dapat memenuhi target capaian pemenuhan tenaga kesehatan di seluruh wilayah, khususnya pemenuhan 9 jenis tenaga kesehatan, yaitu sebesar 59% di tahun 2022”, ujar Teguh.

Penyampaian tersebut didasarkan pada masih minimnya angka capaian pemenuhan tenaga kesehatan di tahun 2020 hanya sebesar 42,2% dan tahun 2021 sebesar 47,2%.

Selain itu, Teguh juga memberikan tanggapan terkait minimnya upah tenaga kesehatan non ASN dan honorer yang selama menjadi isu krusial.

Menindaklanjuti hal tersebut, Kementerian Dalam Negeri akan segera berkoordinasi dengan kementerian dan lembaga terkait dalam mendorong pemerintah daerah dalam penetapan upah minimum di daerah, khususnya bagi tenaga kesehatan non ASN dan honorer.

“Dikarenakan kewenangan penetapan upah minimum secara normatif berada di Kementerian Ketenagakerjaan, Pemerintah Provinsi, dan Pemerintah Kabupaten/Kota, kami akan segera melakukan koordinasi terkait penentuan upah minimum bagi tenaga kesehatan non ASN dan honorer ini dan mendorong pemerintah daerah untuk segera menetapkan upah minimum tersebut,” pungkasnya.
