JAWA TIMUR,  PEMILIHAN Umum akan diadakan di Indonesia pada tanggal 17 April 2019. Dalam sejarah Indonesia pemilihan umum 2019 sangat berarti dikarenakan Presiden, Wakil presiden, dan Anggota Majelis Permusyawaratan Rakyat, akan dipilih pada hari yang sama dengan lebih dari 190 juta pemilih yang memenuhi syarat.

Makna pemilihan umum dalam suatu negara pada aspek Hankam adalah terciptanya situasi dan kondisi yang aman, tenteram, dan tertib. Sehingga penyelenggaraan pemerintahan dan pelayanan masyarakat tidak terganggu.

Soedarmo Dirjen Politik dan Pemerintahan Umum Kemendagri mengatakan, Pemilu adalah proses proses penguatan kehidupan demokrasi, serta upaya mewujudkan tata pemerintahan yang efektif dan efisien sehingga proses demokratisasi berjalan dengan baik, terkelola, dan terlembaga.

Mempedomani Permendagri Nomor 2 Tahun 2018, pasal 24 tentang Kewaspadaan Dini di Daerah, Kemendagri menginstruksikan kepada daerah untuk membentuk Komunitas Intelijen Daerah (Kominda) dan Forum Kewaspadaan Dini Masyarakat (FKDM).

“Kewaspadaan dini di daerah adalah serangkaian upaya/tindakan untuk menangkal segala potensi ancaman, tantangan, hambatan dan gangguan dengan meningkatkan pendeteksian dan pencegahan dini,” ucap Soedarmo pada Rapat Koordinasi Ketertiban dan Keamanan di Wilayah Provinsi Jawa Timur pada Senin (4/1) di Gedung Convention Hall Grand City Surabaya.

Rakor ini dihadiri 2477 peserta, terdiri dari Unsur TNI-Polri, anggota KPU-Bawaslu, dan Forkopimda Prov. Jawa Timur.

Soedarmo melanjutkan, faktor potensi kerawanan pemilu terdiri dari tiga aspek, yaitu Pemilih, Logistik, dan Media, pada Peta kerawanan pemilu 2019 Provinsi Jawa Timur adalah sejarah ancaman teroris, sejarah PSU, isu SARA, Ancaman Hoax, dan Jumlah pemilih besar. (Zul)
