ARAB SAUDI – DEWAN Perwakilan Luar Negeri (DPLN) PDI Perjuangan Saudi Arabia Rahmat Sharief mendukung keluarnya keputusan Menteri Ketenagakerjaan Nomor 291 Tahun 2018 tentang Penempatan Pekerja Migran Indonesia (PMI) Satu Kanal ke Timur Tengah. Terbitnya Permenaker ini senafas dengan komitmen UU PMI Nomor 18 Tahun 2017 Tentang Perlindungan PMI di luar negeri.
“Sistim Satu Kanal bagian dari langkah untuk meminimalisir sistim Kafalah (sponsor baik oleh majikan maupun recruitment office), sekaligus upaya Pemerintah menertibkan P3MI (Perusahaan Penempatan Pekerja Migran Indonesia) yang nakal,” tegas Sharief yang bertugas sebagai Penggiat TKI dari Komunitas Posko Perjuangan TKI (POSPERTKI) di Kerajaan Arab Saudi kepada redaksi, Minggu Pagi (3/2/2018).
Menurut Sharief, maraknya kasus–kasus PMI sebelumnya, dikarenakan banyaknya P3MI yang tidak berpengalaman dan hanya memikirkan keuntungan yang berujung mengabaikan perlindungan PMI. Disisi lain, pemerintah kesulitan mengontrol pihak swasta yang jumlahnya begitu banyak.
Para mafia PMI ini, kata Sharief, bekerjasama dengan agensi mafia di Timur Tengah. Tidak sedikit dari PMI ini yang ditempatkan di negara konflik seperti Suria, Yaman dan Irak. Karena itu, jika ada masalah yang muncul pemerintah akan mengalami kesulitan untuk memberikan advokasi karena tidak adanya data PMI yang masuk ke pemerintah.
“Terbitnya Permenaker 291 merupakan lonceng kematian bagi agensi nakal di dalam dan luar negeri,” papar Sharief.
Melalui sistim Satu Kanal dengan melibatkan Asosiasi KADIN, hal ini akan mempermudah memberikan perlindungan, pengontrolan, pendataan, dan sejenisnya oleh Pemerintah. Dan ini bukan berbicara soal monopoli atau tidak, tapi ini demi meningkatkan perlindungan terhadap Pekerja Migran Indonesia serta menertibkan penempatan PMI.
Sharief yang merupakan Pembina POSPERTKI pun menilai wajar banyak pihak khususnya oknum swasta yang keberatan atas sistim Satu Kanal. Karena penempatan PMI ke Timur Tengah ini lahan empuk, dan selama ini para oknum tersebut menikmati dari penempatan tersebut. Dan disaat terbitnya sistim Satu Kanal, banyak pihak khususnya para oknum yang resah.
“Jangan jadikan penempatan PMI sebagai lahan bisnis untuk mencari keuntungan sesaat, tetapi jadikan sebagai gerakan sosial untuk membantu para saudara – saudara kita untuk memperbaiki ekonominya dengan mengedapkan perlindungan,” tegas Sharief.
Sharief menjelaskan, pasca terbitnya Permenaker RI nomor 260 tahun 2015 Tentang Penghentian dan Pelarangan Penempatan TKI Pada Pengguna Perseorangan di Negara-Negara Kawasan Timur Tengah banyak oknum swasta yang melakukan pelanggaran dengan melakukan penempatan secara un-prosudural. Karena itu, adalah sangat tepat sekali Pemerintah menerbitkan Kepmenaker 291/ 2018 tentang Penempatan Pekerja Migran Indonesia (PMI) Satu Kanal.
“DPLN PDI Perjuangan Saudi Arabia akan tetap mengontrol implementasi Permenaker 291 guna memastikan tidak ada lagi mafia TKI,” pungkas Sharief. (Ari)
