Debat Kampanye Pilpres yang Tematik dan Regulatif

DEBAT  adalah salah satu bagian dari tahapan kampanye  pasangan calon Presiden dan Wakil Presiden dalam Pemilu Serentak 2019 yang telah diagendakan oleh KPU RI sebagai penyelenggara Pemilu.Saat ini kita tidak lagi membicarakan defenisi debat melainkan fokus pada materi objektif debat yaitu HUKUM, HAM, KORUPSI dan TERORISME. (Tema debat  tgl. 17 Januari 2019).  Dengan demikian,  karena debat yang dilaksanakan pasangan calon Presiden dan Calon Wakil Presiden, maka proses debat haruslah yang tematik dan regulatif.  Disebut tematik karena ada 4 tema yang ditentukan fokus hari ini yaitu debat terkait (hukum,HAM, Korupsi,Terorisme) dan disebut  Regulatif  agar (4 tema debat tersebut harus dibicarakan dalam konstruksi atau bangunan pemikiran  yang sejalan dengan semangat nilai Pancasila dan norma UUD 1945 ). Jika debat yang dilakukan di luar dari garis tematik dan regulatif, maka akan cenderung terjadi DEBAT KUSIR, sehingga hasil debat kurang optimal dan cenderung bersifat mementingkan arah kepentingan pribadi atau kelompok. Padahal debat pilpres dibiayai APBN dan debat pilpres adalah alat ukur tanggungjawab moral politik calon pemimpin bangsa.

Mengapa hal ini perlu saya ungkapkan, agar kita tidak terjebak dengan dengan debat yang perdebatannya tidak berkualitas. Artinya debat pertama di bulan Januari ini sejatinya dapat menunjukkan Pemilu 2019 yang berkualitas (baik peserta pemilunya maupun kualitas penyelenggaraannya). Ini bukan saja tanggungjawab peserta debat tetapi semua unsur terkait, termasuk Pemandu lintas debat yang mampu bekerja secara profesional dan objektif serta adil dalam intonasi pertanyaan sehingga objektif dan tidak terkesan berat sebelah (fokus tema saja).

Kembali pada judul tulisan ini kenapa saya perlu tekankan tentang pentingnya memahami debat yang tematik dan regulatif, karena beberapa hal :

Pertama, Debat Pilpres dilaksanakan sesuai ketentuan KPU RI yang lembaganya dibuat sesuai perintah konstitusi, sehingga jangan menyamakan debat pilpres dengan debat-debat lainnya yang cenderung berdasar emosional dan subjektif.

Kedua, Debat Pilpres standar konten harus disikapi dalam kepentingan bangsa dan negara, karena hasil pemikiran debat  calon presiden dan calon wakil presiden adalah untuk kemajuan bangsa bukan didasarkan atas motivasi kepentingan temporer kehidupan bangsa.

Ketiga, untuk itulah agar debat bermanfaat dan berkualitas diperlukan perencanaan debat (sehingga sudah tepat KPU RI mempersiapkan pertanyaan debat) agar debat terukur secara kepentingan bangsa dan negara. Demikian juga bahwa debat bukan debat yang tendensius  like or dislike  yang individualisme tetapi fokus tema debat secara objektif.

Keempat, adapun disebut tematik agar debat pilpres ini, para peserta debat  konsentrasi bahwa debat pilpres  pertama hari ini adalah pokok debatnya terkait Hukum, HAM, Korupsi dan Terorisme, jangan keluar dari tema-tema tersebut karena tema lain masih ada pada debat berikutnya.

Kelima, agar lintas debat Pilpres berkualitas secara pokok debat, maka para peserta debat pilpres harus mensinkronkan setiap pembicaraan  debat dalam persepektif Ke-Indonesia-an. Mengapa saya sebut demikian, agar dalam debat tetap visi  kebangsaan ditonjolkan , yaitu untuk melindungi kepentingan bangsa dan negara, memajukan bangsa,  mencerdaskan kehidupan bangsa, sehingga sebagai bangsa yang besar kita bisa ikut dalam pergaulan antar bangsa di dunia (sesuai hakekat pembukaan UUD 1945).

Keenam, konkretnya, yang dimaksudkan Regulatif, karena yang bedebat adalah Calon pemimpin nasional, maka semua rujukan debat jangan menyimpang dari nilai-nilai Pancasila dan Norma UUD 1945.  sebagai contoh, jika kita bicara tema Hukum dan HAM,  bicaralah hukum  dan HAM dalam pikiran-pikiran sesuai ketentuan UUD 1945 karena HAM dalam persefektif konstitusi jelas dan tegas tersusun maksud dan tujuannya dan kalau mau diperdebatkan. Bicaralah bagaimana implementasinya agar lebih baik andai masing-masing pihak menjadi pelaksananya.

Demikian juga dalam berbicara terkait aspek Korupsi dan Terorisme, para pihak yang berdebat harus paham aturan perundang-undangan terkait tema korupsi dan terorisme. Sehingga ada alat ukurnya, apa yang masih perlu dibenahi dalam implementasi aspek pemberantasan korupsi dan teororisme.  Dari cara bicara yang konstruktif, maka kita akan menemukan debat yang berkualitas secara regulatif (tidak ngarang-ngarang atau debat kusir yang tidak tematik dan tidak regulatif sehingga membuang energi bangsa serta merusak sendi-sendi persatuan bangsa).

Demikianlah beberapa harapan dari hasil Debat Pilpres pada debat hari ini tgl. 17 Januari 2019 yang mengambil tema : hukum, ham, korupsi dan terorisme. Kesimpulannya,bahwa Debat Pilpres cakupannya makro yang  membicarakan TEMA secara konstruktif untuk kepentingan bangsa dan negara ke depan, yang pasti tidak menyimpang dari semangat Pancasila, UUD 1945, dan kepentingan bangsa yang Bhineka Tunggal Ika dalam bingkai NKRI. Selamat berdebat yang tematik dalam konstruksi  regulatif.
