Airlangga Hartarto adalah Menteri Perindustrian. Ia juga Ketua Umum Partai Golkar, salah satu Parpol pendukung berat Rezim Jokowi. Sebagai Menteri Airlangga adalah Pembantu Presiden Jokowi di bidang perindustrian.
Belakangan ini Airlangga menjadi obyek percakapan publik. Diberitakan, Airlangga telah mengembalikan uang Rp. 700 juta ke KPK krn berkaitan dgn dugaan kasus suap proyek kerjasama PLTU Riau-1 (JAWAPOS.COM).Dua kader Golkar, Eni Maulani Saragih dan Idrus Markam telah ditetapkan sebagai Tersangka.
Muslim Arbi, salah seorang Aktivis Anti Korupsi intens menulis hal-ikhwal dugaan suap PLTU Riau-1 ini. Ia menilai, Airlangga terancam jadi tersangka setelah ada pengakuan dari Eni Maulana Saragih bahwa ada pertemuan di rumah Airlangga membahas proyek PLTU Riau-1.
“Eni Maulani Saragih politikus Golkar mengakui ada pertemuan di rumah Ketum Partai Golkar. Nampaknya tak lama lagi Airlangga bisa jadi tersangka,” kata Muslim Arbi (suaranasional,27/9).
Tulisan2 Muslim Arbi yg Alumnus ITB ini mendapat reaksi keras dari fihak Golkar. Badan Advokasi Partai Golkar (BAPG) mengecam pernyataan prediisi Muslim Arbi.Menurut mereka, penyataan Muslim Arbi merusak nama baik Airlangga.
Masalah dugaan suap proyek kerjasama PLTU Riau-1 dihadapi Menteri Perindustrian Airlangga sang Ketua Umum Golkar ini, bagaimanapun, akan berpengaruh terhadap kondisi kinerja Jokowi di bidang perindustrian. Sebagai pembantu Presiden di bidang perindustrian, Airlangga harus terbebas dari masalah2 pribadi di luar urusan perindustrian. Mengapa? Karena Jokowi dlm upaya merealisasikan janji kampanye dan rencana kerja, membutuhkan Airlangga utk implementasi atau eksekusi secara efektif dan efisien. Disamping itu, juga diperlukan pencitraan Airlangga di publik sehingga publik memberikan dukungan dan kepercayaan. Tetapi, masalah dihadapi Airlangga ini membuat semakin melemahnya kepemimpinan penyelenggaraan di bidang perindustrian.
Padahal 4 tahun Jokowi menjadi Presiden RI, di bidang perindustrian kondisi kinerja Jokowi masih buruk dan gagal.
Beberapa standar kriteria dapat dijadikan dasar utk kesimpulan ini yakni:
1. Secara lisan dlm kampanye Pilpres 2014 berjanji, akan membangkitkan industri mobil nasional, agar merek2 lokal punya posisi sejajar dgn merek mobil internasional. Hingga 4 tahun menjadi Presiden, Jokowi masih inkar janji. Nampaknya setahun ke depan Jokowi tetap inkar janji.
2. Di dokumen NAWACITA Jokowi berjanji akan mengembangkan 5-7 sentra industri baru di koridor luar Jawa.
Ada lima Koridor di luar Jawa, yakni pertama. Sumatera; kedua. Nusa Tenggara-Bali; ketiga, Kalimantan; keempat, Sulawesi; kelima,Papua dan Maluku. Jika setiap Koridor dibangun rata-rata 6 sentra industri baru, minimal 5 tahun terbangun 30 sentra, atau 6 sentra pertahun. Rencana ini gagal. Tidak ada info valid dari Pemerintah, sudah berapa banyak terbangun.
3 Sesuai RPJMN 2015-2019, Jokowi berencana akan melaksanakan pembangunan 14 Kawasan Industri (KI) di luar Jawa dan 22 Sentra Industri Kecil dan Menengah (SIKIM). Khusus rencana 14 kawasan industri di luar Jawa, 3 tahun Jokowi berkuasa baru berhasil membangun 5 kawasan. Kini 5 kawasan itu sudah operasional yakni Untuk kawasan industri baru di luar Pulau Jawa yang telah beroperasi, antara lain di Sei Mangkei (Sumatera Utara), Morowali (Sulawesi Tengah), Bantaeng (Sulawesi Tenggara), Palu (Sulawesi Tengah), dan Konawe (Sulawesi Tenggara). (Sumber Menteri Perindustrian, Kompas.com – 23/10/2017). Utk 3 tahun ini capaian target masih kurang 50%. Utk 4 tahun ini, sudahkah tercapai target 80%? Belum ada data resmi, sangat mungkin masih belum tercapai alias gagal.
4.Sesuai RPJMN 2015-2019, Jokowi berencana akan
menumbuhkan populasi industri dgn target 9.000 usaha industri berskala besar dan sedang. 50 % tumbuh di luar Jawa, tumbuhnya 20 ribu unit usaha industri kecil. Apa hasilnya?
Menteri Perindustrian Airlangga mengklaim, selama 2015-2017, jumlah unit usaha industri menengah, (bukan industri besar), dan sedang mengalami peningkatan mencapai 4.433 unit usaha sampai kuartal II tahun 2017. “Jika dibandingkan tahun 2014 sebanyak 1.288 unit usaha,” katanya sembari menekankan peningkatan ini ditargetkan akan terus berlangsung pada periode 2 tahun ke depan hingga mencapai 8.488 unit usaha di akhir tahun 2019. Sedangkan, jumlah tenaga kerja terserap oleh industri pada 2015-2017 juga meningkat dari 15,39 juta orang 2014 menjadi 16,57 juta orang sampai kuartal II 2017. “Ditargetkan akan terus bertambah sampai akhir 2019 hingga mencapai 17,1 juta orang tenaga kerja akan terserap oleh industri nasional (masih rencana belum realisasi).
Kondisi 4 tahun Jokowi berkuasa, bagaimana ? Pemerintah belum memberikan data, fakta dan angka. Selama ini, hanya utk 3 tahun Jokowi berkuasa.
5. Sesuai RPJMN 2015-2019, Jokowi berencana akan meningkatkan nilai ekspor dan nilai tambah per tenaga kerja. Faktanya? Sejumlah Pakar Ekonomi justru menilai kondisi pembangunan perindustrian, terjadi adalah de-industrialisasi.
Tidak ada kemajuan dan de-industrialisasi terus berlangsung sehingga terus berkurang kontribusi sektor industri terhadap PDB. Pemerintah juga
tak mampu melindungi industri nasional dari persaingan dgn perusahaan swasta dan BUMN asing.
Salah seorang Ekonom dimaksud, misalnya Fuad Bawazier Mantan Menteri Keuangan RI. Menurutnya, sektor industri merupakan penyumbang pajak (tax revenue) sebesar 31% cenderung menciut karena terjadinya de-industrialisasi yaitu dari 28% (1997) menjadi 20% PDB (2017). Maknanya, dari tahun ke tahun kontribusi sektor industri terhadap pajak terus merosot. Era Jokowi juga tak mampu membendung kemerosotan ini.
4 tahun Jokowi berkuasa, belum mampu menunjukan prestasi capaian kinerja dan keberhasilan meraih target. Mengingat permasalahan di hadapi Menteri Airlangga belakangan ini dan Jokowi sudah terjerembab di dalam.dunia pencitraan dan penggalangan kekuatan untuk meraih suara Pilpres 2019, Tim Studi NEEAS sangat pesimis Jokowi bisa meraih keberhasilan untuk tahun ke-5 Ia menjadi Presiden. Jokowi akan gagal di bidang perindustrian diperkuat permasalahan pribadi Pembantunya Menteri Perindustrian yang takkan efektif dan efisien memimpin Kementerian Perindustrian.(Medianseas.com)
