JAKARTA – GLOBAL Alwakil Indonesia (GAI) bekerja sama dengan Dinas Tenaga Kerja dan Transmigrasi Pemerintah Provinsi Jawa Timur, menyelenggarakan Konvensi Nasional Rancangan Standar Khusus Kompetensi Jabatan (RSKKJ) Bidang Pengurus Kerumahtanggaan (Housekeeper) dalam rangka persiapan Sistem Pelatihan Pekerja Migran Indonesia bertempat di hotel Best Western, Surabaya, Rabu (5/9/2018). Jabatan Pengurus Kerumahtanggaan ini merupakan manual pelatihan kompetensi bersertifikasi, setelah manual yang sama telah dibuat Global Alwakil Indonesia untuk jabatan Cook dan Baby Sitter. Dalam manual pelatihan jabatan Housekeeper ini terbagi menjadi 3 klasifikasi yaitu: Housekeeper junior, senior, dan buttler.

Direktur Utama Global Alwakil Indonesia, Hemasari Dharmabumi menjelaskan, “Kami bangga dengan manual pelatihan ini, karena selain memiliki metode yang komprehensif (dari mulai menggunakan sistem asesmen pra-training, sistem e- learning dan praktik yang unggul, ujian kompetensi dengan kredibilitas yang tinggi), juga karena manual ini telah diuji melalui sertifikasi dari lembaga penempatan di negara penerima, sehingga Calon Pekerja Migran tidak saja akan menerima pelatihan sesuai kualifikasinya, tetapi juga keahliannya akan link and match dengan kebutuhan pasar tenaga kerja di luar negeri. Keahlian ini merupakan kunci utama dari seluruh rangkaian sistem perlindungan, seperti yang diamanatkan oleh UU No. 18 tahun 2017 tentang Perlindungan Pekerja Migran Indonesia.”

Hema mengatakan, Dengan dibuatnya klasifikasi untuk jabatan Housekeeper ini, maka para Pekerja Migran Indonesia (PMI) tidak hanya memiliki kesempatan untuk bekerja pada rumah tangga, tetapi bahkan juga dapat masuk ke sektor hospitality yang lain seperti hotel, restoran, rumah sakit, dan lainnya.

Konvensi ini diikuti oleh Pemerintah Daerah, Lembaga Sertifikasi Profesi (LSP), berbagai Balai Latihan Kerja (BLK) perwakilan dari BNP2TKI, serta Pekerja Migran Indonesia purna tugas. Kurikulum atau manual pelatihan yang telah melalui konvensi, selanjutnya akan melalui proses hukum lainnya, seperti mendapatkan hak cipta hingga proses sertifikasi standar khusus kompetensi jabatan.

Khusus untuk program pelatihan ini, Global Alwakil Indonesia telah membuat Perjanjian Kerja Sama dengan Pemerintah Provinsi Nusa Tenggara Barat dan Pemerintah Provinsi Jawa Timur. Kedua Pemerintah Provinsi serta Balai Latihan Kerja swasta telah mempersiapkan sarana dan prasarana latih pada BLKI maupun BLKN untuk kepentingan ini. Kegiatan ini merupakan salah satu dari rangkaian sistem perlindungan yang telah dipersiapkan oleh Global Alwakil Indonesia untuk mempersiapkan pengiriman Pekerja Migran Indonesia resmi terutama untuk negara tujuan Arab Saudi.

Menurut Hema, GAI bersama pemerintah sejak awal memiliki komitmen untuk meningkatkan kompetensi Pekerja Migran Indonesia. “Komisaris Utama Global Alwakil Indonesia, Fahmi Idris, yang merupakan mantan Menteri Tenaga Kerja tahun 2004, merasa terpanggil untuk membantu pemerintah dalam menyiapkan konsep perlindungan bagi pekerja migran Indonesia. Sebagaimana telah diketahui, pemerintah RI masih menerapkan kebijakan moratorium bagi pengiriman Pekerja Migran Perempuan ke Arab Saudi. Namun menurut pendapat kami, kebijakan moratorium ini bukanlah sebuah solusi bagi permasalahan kerentanan Pekerja Migran Perempuan Indonesia. Karena pertama, tingginya kebutuhan akan Pekerja Migran Indonesia (PMI) di Arab Saudi menyebabkan masih banyaknya PMI yang berangkat secara non-prosedural. Kedua, secara ekonomi juga tidak menguntungkan negara karena meskipun jumlah pemberangkatan PMI Perempuan ke Arab Saudi telah dilakukan moratorium, tetapi terbukti Indonesia masih mengandalkan remitansi yang berasal dari Arab Saudi sebagai pendapatan negara tertinggi dibandingkan dengan negara lainnya.” jelas Hema.

Pada dasarnya, menurut Hema, pelarangan atau pencegahan mobilitas warnanegara ke luar negeri untuk bekerja merupakan sesuatu yang sangat sulit dilakukan, apalagi pada saat pemerintah Arab Saudi masih mengeluarkan visa untuk bekerja sehingga kebijakan moratorium pemerintah RI menjadi sepihak. Kebijakan moratorium, oleh karenanya seringkali dianggap sebagai jalan pintas untuk mengatasi persoalan-persoalan yang berkaitan dengan perlindungan yang sulit untuk dilakukan oleh pemerintah.

“Untuk itu maka Global Alwakil Indonesia bersama-sama pemerintah daerah dan berbagai perusahaan swasta di bidang perekrutan, pelatihan dan penempatan, bahu membahu membangun sistem perlindungan yang lebih baik untuk para Pekerja Migran Indonesia. Semoga upaya kami ini dapat menghasilkan hasil positif bagi perlindungan Pekerja Migran Indonesia, selain mendukung pemerintah dalam mengatasi kemiskinan, tingkat pengangguran dan turut meningkatkan pendapatan negara. Seluruh pihak yang bekerjasama dalam upaya ini memiliki komitmen bersama untuk menjadikan migrasi tenaga kerja Indonesia yang sustainable (berkesinambungan) dan mendahulukan kepentingan perlindungan Pekerja Migran Indonesia.” tutup Hema.
