TAHUN 2018 merupakan tahun politik dan tahun pencapaian target rencana pembangunan jangka menengah periode 2015 – 2019. Hal ini dikarenakan pada tahun 2018, negara indonesia akan menyelenggarakan Pemilihan Kepala Daerah di 171 Prov/Kab/Kota serta sejalan dengan tahapan – tahapan persiapan penyelenggaraan pemilihan umum yang akan dilaksanakan pada tahun 2019. Sehubungan dengan hal tersebut, Aparatur Sipil Negara selalu menjadi perhatian tersendiri oleh para pemangku kepentingan dan partai politik yang akan berlaga dalam menghadapi pesta demokrasi (Pilkada, Pileg dan Pilpres). Untuk itu dibuatlah kebijakan bahwa Aparatur Sipil Negara harus bersikap NETRAL dalam menghadapi pesta demokrasi dimaksud. Namun berkaitan dengan Netralitas itulah yang menjadi persoalan dikalangan ASN atau Birokrasi pada saat memasuki pesta demokrasi yaitu;
1. ASN diberikan hak untuk memilih namun tidak bisa ikut terlibat dalam kegiatan politik praktis yang ada (Kampanye,Foto bersama Calon dsb). Pertanyaan besarnya adalah saat ini Pemerintah dan Penyelenggara Pemilu lagi giat – giatnya melakukan sosialisasi Pendidikan Politik dan Pendidikan Pemilih kepada seluruh lapisan yang mempunyai hak Pilih (ASN/Masyarakat dll) agar dapat menggunakannya sehingga partisipasi pemilih meningkat. Berkaitan dengan hal tersebut, secara logika orang akan menggunakan hak untuk memilih salah satu calon atau partai politik apabila mereka mengetahui program atau visi dan misi apa yang ditawarkan. Untuk mengetahui program/visi-misi yang ditawarkan harus mendengarkan langsung dan berdialog serta hadir dalam kegiatan-kegiatan politik. Namun ASN/Birokrasi dilarang untuk hadir dalam kegiatan-kegiatan dimaksud sehingga ASN hanya diberikan ruang untuk menggunakan hak nya dalam bilik suara, padahal ASN/Birokrasi adalah salah satu mesin pengerak yang akan menjalankan penyelenggaran pemerintahan baik pusat maupun daerah apabila pesta demokrasi telah selesai.
2. Selama ini hanya ASN/Birokrasi yang diberikan sanksi apabila ikut terlibat dalam kegiatan politik praktis, namun pemangku kepentingan atau partai politik yang memanfaatkan keterlibatan ASN/Birokrasi dalam kegiatan politik praktis tidak diberikan sanksi. Untuk itu sudah perlu adanya regulasi yang mengatur apabila pemangku kepentingan dan partai politik yang memanfaatkan ASN/Birokrasi dalam kegiatan politik praktis harus diberikan sanksi sehingga ASN/Birokrasi tidak terseret dalam kepentingan perorangan maupun kelompok tertentu.
3. Bahwa dalam rangka mewujudkan Netralitas ASN/Birokrasi untuk tidak terlibat dalam kegiatan politik praktis perlu adanya perubahan regulasi antara lain yaitu ;
a. Hak memilih ASN perlu dipertimbangkan apakah dicabut (seperti TNI/Polri).
b. Pemilihan secara langsung untuk Pesta demokrasi didaerah (Pilkada) dikembalikan seperti konsep awal UU Pemilihan Kepala Daerah (UU 22 tahun 2014) melalui Dewan Perwakilan Rakyat Daerah (DPRD).
c. ASN yang mempunyai tugas pokok dan fungsi yang berkaitan erat dengan stabilitas politik dalam negeri serta kewaspadaan nasional harus diberikan ruang khusus untuk menjalankannya dalam rangka menjaga ancaman terhadap disintegrasi bangsa.
