Negara Bubar, 212 dan Keadilan Sosial: Sebuah Tanggapan Atas Pikiran Prabowo

Emha Ainun Najib, budayawan besar dan pecinta Jogyakarta, mungkin tidak terlalu pusing dengan bubarnya Indonesia Raya ini, (seperti yang dikhawatirkan Prabowo akan terjadi pada tahun 2030- dua belas tahun lagi). Bagi Emha, sekali lagi mungkin, selama kesultanan Ngajogjakarta dan Sri Sultannya ada, maka dirinya akan tetap nyaman sebagai manusia dalam sebuah sistem sosial yang dinaungi “negara Ngajogyakarta” dan Charismatic Leader nya.

Namun, sebaliknya, bagi Prabowo urusan negara ini begitu merisaukan kalau menjadi bubar. Sebab, Prabowo memikirkan Negara Indonesia sebagai sebuah entiti yang eksistensinya harus nyata dan terus ada.

Orang orang, sebagiannya, berpikir bahwa kerisauan Prabowo ini terlalu sumir dan naif. Sebagiannya lagi, seperti Dahlan Iskan dan Tito Karnavian, meminta kekhawatiran tersebut dimaknai positif, sebagai alarm untuk kita menjaga keutuhan negara ini.

Orang orang yang mengecam Prabowo, menunjukkan data-data bahwa kemajuan ekonomi Indonesia tetap membaik dan Stabilitas serta kesejahteraan sosial membaik. Bahkan, mereka, sebagiannya lagi, membanggakam ramalan alternatif dari PWC dan sejenisnya, bahwa Indonesia akan menjadi negara besar pada tahun 2050.

Sebaliknya, Prabowo, yang seolah olah merujuk Peter Singer dalam novelnya “Ghost Fleet”, dan padahal tentu saja merujuk juga pada buku Prabowo sendiri, “Paradoks Indonesia” (2017), Indonesia mengalami bahaya besar dari sisi geopolitik kawasan (proxy war China vs USA), di mana kita menjadi “pelanduk” yang akan mati di tengah; ketimpangan dan kemiskinan rakyat kita; oligarki ekonomi dan invasi ekonomi asing yang terlalu besar, dlsb., akan melumpuhkan negara ini dalam waktu dekat jika kepemimpinan nasional begitu lemah seperti saat ini.

Konsepsi Negara Bubar

Negara bubar atau bubarnya sebuah negara sudah kita saksikan dalam penghujung abad lalu. Bubarnya Uni Sovjet dan bubarnya negara negara Balkan. Di masa lalu hal itu juga terjadi, baik dalam konsep negara “khalifah” (Islam maupun Katolik), negara tradisional atau kerjaaan (seperti bubarnya negara Belanda menjadi Belgia dan Belanda), atau di era termodern, berpisahnya Cheko dengan Slovakia serta Sudan vs Sudan Selatan, masing masing menjadi negara baru.

Berbagai teoritikus coba mengembangkan konsep negara gagal (failed state) sebagai cikal bakal bubarnya sebuah negara. Mereka mendefinisakan negara tersebut begitu lemah dalam menjaga teritorinya, melindungi rasa aman warganya, melindungi “basic need” rakyat dan gagal menggali sumber pembiayaan negara, seperti memungut pajak.

Sebelum disebut gagal, mereka membuat defnisi negara dalam tahapan “fragile state” (negara rapuh) dan “crises state” (negara krisis).

Dalam pandangan di atas, seperti terutama dikembangkan Crisis State Research Center London School of Economics (CSRC-LSE), mengasumsikan negara yang didifinisikan adalah dalam versi “democratic state” dan “market economy”.

Professor Daniel Lambach dari Universitas Duisburg Esen, Jerman tidak sepenuhnya menyukai pendekatan di atas. Dia mengemukakan padangan dalam melihat konsep negara sebagai kunci melihat negara gagal. Nagara, menurutnya, dapat dilihat dalam perspektif Weberian atau Lockian, yang mengetengahkan “public good” sebagai sentral atau sebaliknya, negara dapat dilihat dalam perspektif political economy, yang dikembangkan Marxian dan atau Gramcian, dimana negara adalah sebagai tempat kepentingan berbagai kelompok kepentingan mengelola kepentingannya.

Dalam pandangan Weberian, yang melihat eksisensi negara dan pusat (bukan lokal/daerah), lemahnya negara hanya dilihat jika power negara dalam menjalankan fungsinya, sebagai “coercive power” (tentara, poliso dan birokrasi) melemah. Dan konflik menjadi besar di dalam masyarakat. Sebaliknya, dalam persepektif non Weberian, memang negara itu sesungguhnya tidak benar benar ada. Sehingga, sekali lagi misalnya, jika Indonesia bubar, bisa jadi tidak menjadi soal bagi Kesultanan Jogya, bagi rakyat Aceh, bagi rakyat Papua dan bagi pemilik-pemilik hutan dan perkebunan-perkebunan besar seperti Sinar Mas, Lippo, dll.

Professor Lembach mengembangkan teori gagalnya negara dalam dua model, yakni pertama “model privatisation” dan Kedua, “model fragmentation”.

Model pertama, menurutnya, negara gagal ketika ada “hidden agenda” memindahkan kekayaan negara dan asset asset negara kepada konglomerat swasta. Sehingga, negara hanya merupakan birokrasi formalitas saja. Sedangkan model kedua, jika terjadi konflik golongan masyarakat di mana satupun tidak ada yang menang.

212 dan Keadilan Sosial

Tesis Professor Lambach lebih murni dibandingkan tesis lainnya, sebab banyak tesis ahli-ahli barat dibuat dalam perspektif dunia barat untuk tetap mengontrol negara negara di dunia. Dalam teori post kolonial, barat tidak ingin melepaskan ketergantungan negara negara berkembang dan miskin untuk tetap tumbuh mandiri.

Melihat tesis Lambach ini tentu kita dapat melihat bahwa Bangsa Indonesia memang sudah terbelah (Divided Society) antara kekuatan kekuatan nasionalis agamis vs kekuatan “kebhinnekaan”, yang sampai saat ini berperang merebut kekuasaan.

Pada kekuatan nasionalis-Islamis yang digawangi oleh Prabowo, Rizieq, Amien Rais, Anies Baswedan, Fahri Hamzah dlsb bernaung kelompok masyarakat nasionalis dan Islam, khususnya yang dapat disebut “masyarakat 212”.

Di posisi berhadapan, yang dikomandoi Jokowi, Ahok, Megawati, Hendroprijono, Luhut Panjaitan, Romo Beni, Nusron Wahid, dlsb, menanungi masyarakat yang mengharapkan terwujudnya masyarakat plural.

Kelompok Nasionalis-Islamis selain mengutamakan konsep Indonesia harus menjadi milik pribumi, juga menekankan pemerataan sosial sebagai arus utama. Anies Baswedan misalnya di Jakarta, mulai membatasi akselerasi kerakusan konglomerat dalam menguasai tanah, seperti contoh tanah reklamasi. Serta mendorong tukang becak, kaki lima, pedagang kecil dlsb mendapat prioritas pembangunan.

Dalam tesis Professor Lambach dan apa yang menjadi kepedulian pemimpin dan “masyarakat 212”, kecemasan Prabowo memang menjadi sentral isu dan menempatkan agenda-agenda pribumi dan keadilan sosial sebagai tolak ukur bubar tidaknya Indonesia ke depan. Sebuah kecemasan yang mendasar tentunya.
