JAKARTA– Wakil Bupati Trenggalek, Jatim, Mochamad Nur Arifin membeberkan strategi pengembangan ekonomi kerakyatan dengan berbasis koperasi saat menjadi pemateri Sekolah Partai PDI Perjuangan bagi calon peserta Pilkada 2018.
“Dalam upaya merealisasikan apa yang kami sebut sebagai revolusi dari atas, payung hukumnya sudah ada Perda Nomor 26 Tahun 2016. Dalam perda itu, pasal 5 ayat (3) mengatur pusat perbelanjaan dan toko swalayan berjaringan hanya dapat didirikan oleh koperasi,” katanya saat berbicara di hadapan peserta Sekolah Partai PDI Perjuangan di Wisma Kinasih, Depok, Jawa Barat, Selasa.
Dalam pemaparannya, wabup termuda yang juga kader PDI Perjuangan ini menjelaskan kebijakan itu lahir juga dari pengetahuannya setelah mengikuti Sekolah Partai.
Saat itu, dirinya belajar dari Bupati Kulon Progo, Hasto Wardoyo yang juga berhasil mengembangkan ekonomi kerakyatan melalui sinergi antara pengusaha kecil dengan swalayan yang kemudian dinamakan Tomira atau Toko Milik Rakyat.
Bedanya, kalau di Kulon Progo masih kompromi, di Trenggalek justru sudah lebih maju karena sudah ada Perda yang mengatur itu dimana swalayan hanya bisa didirikan oleh koperasi. Dan untuk bisa memajukan perekonomian rakyat melalui koperasi, jelas dia, maka pihaknya juga mengadakan program kredit Gagsar (pedagang pasar).
“Bunganya dua persen, biaya operasional dan administrasi dicover CSR, tanpa jaminan, dan kredit ini turun kepada koperasi pasar,” ujarnya.
Untuk mengefektifkan itu, pihaknya juga mengadakan program Sekolah Pasar.
“Semua di edukasi untuk jadi anggota koperasi. Bahkan preman di pasar juga ikut program sekolah pasar. Mereka bekerja untuk menagih, mereka dapat gaji, dan kredit jadi lancar,” tuturnya.
Nur Arifin menambahkan, prinsipnya menjadi pemimpin harus mau mencari masalah dan menemukan solusinya. Tidak pasrah pada keadaan dalam memperjuangkan cita-cita. Dia lalu mengutip Bung Karno bahwa: Tuhan ada di gubuk-gubuk masgaramat miskin.
“Maka saya selalu turun ke masyarakat, mencari solusi dari apa yag dialami masyarakat secara langsung,” ujarnya.
Apa yang dilakukan dalam kepemimpinannya di Trenggalek, lanjut Nur Arifin, juga merupakan pengejawantahan dari revolusi yang dilakukan Bung karno dan jalan perubahan Presiden Jokowi.
Dia mengungkapkan, revolusi Bung Karno melalui jalan Trisakti yakni berdaulat, berdikari, dan berkepribadian. Kemudian jalan perubahan Presiden Jokowi yakni dengan menghadirkan Negara yang bekerja, kemandirian yang menyejahterakan, dan revolusi mental.
“Lalu kami sebagai kesetiaan pada janji revolusi dengan cara ngantor di desa serta menghadirkan perda yang berpihak rakyat, pertanian terpadu plus kredit gangsar, dan gerakan tengok bawah,” ucapnya.(Lutfi/Ant).
