MAKASSAR – Lembaga Gerakan Aktivis Mahasiswa Sulawesi Selatan meminta penyelenggara Pemilihan Kepala Daerah seperti KPU Badan Pengawas Pemilu serta aparatur sipil negara untuk tetap netral dan transparan.

“Kami meminta Bawaslu Sulsel untuk melakukan pengawasan secara ketat, mengingat adanya pejabat Aparatur Sipil Negara atau ASN Dinas Pendidikan di Kabupaten Gowa diduga terlibat ikut berpolitik, ini harus transparan,” kata Panglima Gerakan Aktivis Mahasiswa (GAM) Denny Abiyoga saat aksi sekaligus melapor di kantor Bawaslu Sulsel di Makassar, Rabu.

Menurut dia, di Kabupaten Gowa, Sulsel, ditemukan masih ada ASN yang secara terang-terangan mendukung salah satu bakal pasangan calon gubernur dan wakil gubernur melalui foto-foto dengan simbol tertentu yang diunggah di situs www. dinaspedidikan.gowa.com.

Padahal dalam aturan Undang-Undang Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara (ASN) dan pasal 11 huruf C Peraturan Pemerintah Nomor 42 Tahun 2004 tentang Pembinaan Jiwa Korps dan Kode Etik PNS hingga dikuatkan dengan edaran Menteri Dalam Negeri ditegaskan ASN ataupun Pegawai Negeri Sipil netral serta tidak berpihak.

“Laporan awal ini kami masukkan sebagai bentuk kepedulian proses demokrasi, kami tidak ada kepentingan apapun, tapi bagaimana Bawaslu menjalankan perannya sebagai pengawas atau wasit dalam Pilkada serentak tahun ini. Bawaslu harus netral,” tegasnya.

Sementara Ketua Bawaslu Sulsel La Ode Arumahi saat menerima aspirasi sekaligus laporan tersebut mengatakan, dengan adanya laporan ini maka pihaknya sangat terbantu dalam menjalankan pengawasan.

“Laporan ini sebagai langkah awal kami melakukan pendalaman, akan kami panggil pejabat dinas pendidikan yang bersangkutan untuk diminta klarifikasi mengapa mendukung kandidat tertentu, bila mangkir hingga tiga kali, kami akan paksa, sebab waktu proses yang diberikan hanya lima hari,” kata dia.

Mengenai dengan kinerja dan netralitas, Arumahi mengemukakan pihaknya sangat netral, terbukti banyaknya laporan yang masuk baik dari kandidat yang merasa dirugikan lawannya hingga lembaga maupun mahasiswa.

“Untuk kasus ASN di Gowa baru kali ini masuk, namun di daerah lain seperti Kota Pare-pare, Palopo, Makassar, Kabupaten Luwu, serta beberapa lainnya sudah masuk dan kini sedang di proses. Kami berpihak pada Undang-undang bukan kandidat,” tegasnya.

Selain itu, mengenai dengan apakah ASN akan dijatuhi sanksi, kata dia, pasti dijatuhkan, namun Bawaslu maupun Panwaslu bukan memberikan melainkan institusinya seperti Komisi ASN, Kemendagri, Kemenpan RB dan Badan Kepegawaian Negara (BKN), karena Bawaslu sudah melakukan penndatanganan nota kesepahaman dengan institusi tersebut.

“Bila ada pelanggaran ASN di daerah-daerah Panwaslu disana bisa langsung melaporkan dengan mengeluarkan rekomendasi siapa saja ASN yang terlibat, sanksi dijatuhkan penundaan pangkat hingga paling tinggi pemecatan,” ungkapnya.

Di tempat terpisah, aksi GAM berlanjut di KPU Sulsel, dengan tuntutan sama netralitas penyelenggara. Denny disapa akrab Goshel ini meminta KPU tidak terlibat apalagi menyembunyikan adanya fakta pelanggaran yang bisa saja terjadi.

“Transparansi dan netralitas KPU harus bisa dipertanggungjawabkan, mulai adanya indikasi lima kandidat diduga menggunakan zat mengandung narkoba usai menjalani pemeriksaan kesehatan dan urine di BNNP, termasuk verifikasi dokumen adanya dugaan penggunaan ijazah palsu,” ungkap Goshel.

Komisioner KPU Sulsel Ana Rusli saat menerima aspirasi tersebut menegaskan, sebagai penyelenggara pihaknya tetap netral dan transparan atau terbuka dan tidak ada yang disembunyikan kepada publik. Mengenai dengan hasil pemeriksaan kesehatan, akan dilakukan rapat pleno hari ini.

“Kami menjunjung tinggi netralitas serta selalu transparan kepada siapa saja termasuk publik dan tidak ada disembunyikan. Mengenai hasil pemeriksaan kesehatan dan verifikasi berkas sementara ini sedang berjalan untuk diperiksa,”(Lutfi/Ant).
