Jokowi sangat meyakini bahwa jika seluruh rakyat Indonesia sudah memiliki sertifikat tanah yang sah dan sesuai aturan dan hukum yang berlaku, maka dimasa depan, tidak akan terjadi lagi masalah sengketa tanah karena status dokumen kepemilikan yang tidak jelas.

Untuk itu Jokowi menggerakkan kembali program pemerintah yang sudah dicanangkan sejak tahun 1981 yang kita kenal dengan nama Proyek Operasi Nasional Agraria atau disingkat PRONA.

Dari sejak pencanangan program PRONA ini di tahun 1981 oleh rezim Orde Baru, berita atau informasi tentang perkembangan pelaksanaan PRONA oleh pemerintah orde baru hampir bisa dikatakan tidak pernah ada. PRONA yang sangat jarang diberitakan seolah menghilang dalam kegelapan. Sampai akhirnya program apapun yang masuk ke dalam kegelapan pun dilupakan.

Dan baru di Jaman Jokowi, kita, rakyat kembali mendengar istilah program PRONA. Ini karena Kabinet Kerja Jokowi benar-benar melaksakan dan mengerjakan sampai membagikan dan meyakinkan bahwa setiap rakyat yang sudah mendaftarkan tanah mereka pada program PRONA MENERIMA SERTIFIKAT TANAH MEREKA.

Tahun 2015, sebanyak 700.000 sertifikat sudah terbagikan pada rakyat.
Tahun 2016, sebanyak 1.060.000 sertifikat sudah terbagikan pada rakyat. Tahun 2017, sebanyak 5.000.000 sertifikat sudah terbagikan pada rakyat, tahun depan, 2018, 7.000.000 sertifikat adalah target sertifikat yang harus terbagikan pada rakyat.

Keistimewaan PRONA ditangan Jokowi adalah Jokowi ANTI memberikan sertifikan tanah kepada rakyat secara simbolis, 1 2 3 4 5 6 7 8 9 10 11 12 13 3500 betul! Kalau sudah diangkat begini kan jelas, berapa yang sudah diserahkan kepada masyarakat kepada rakyat. Jangan hanya simbolis-simbolis tapi yang lain tidak diserahkan, saya yang disalahkan!

Dan rakyatpun tertawa. Rakyat tertawa karena paham pihak mana yang sedang disindir oleh presiden mereka.

Lima tahun masa pemerintahan Jokowi, tidak mungkin bisa mengerjakan 80.000.000 sertifikat untuk rakyat! Sampai tahun 2018 saja pemerintah dnegan seluruh jajaran terkait baru mampu mengerjakan sebanyak dari 13.760.000 sertifikat. Tahun terakhir dimasa pemerintahannya, 2019, mungkin Jokowi bisa mengerjakan sebanyak 7.000.000 sertifikat, jadi dalam 5 tahun masa pemerintahan Jokowi ada sebanyak 20.000.000 bidang tanah yang sudah dimiliki SECARA SAH oleh rakyat. 60.000.000 juta tidak bisa dikerjakan karena waktu yang tidak ada.

Namun, jika Jokowi kembali memerintah dimasa periode kedua, niscaya 60.000.000 sertifikat bisa diselesaikan tepat sampai masa jabatan kedua Jokowi selesai.

Proses pelaksanaan PRONA ini bukan tanpa halangan dan kendala. Banyak berita-berita yang melansir ditemukannya oknum pejabat desa yang mengobjekan PRONA dengan menarik uang dari rakyat sampai berjuta-juta. Padahal berdasarkan Pasal 1 ayat (1) Kep Meneg Agraria 4/1995 pensertipikatan tanah dalam rangka PRONA dibebaskan dari kewajiban membayar uang pemasukan kepada Negara, tapi penerima sertipikat tanah PRONA tetap harus membayar biaya administrasi. Namun besarnya biaya ini tidka akan lebih dari Rp 50.000 saja!

Beberapa kasus OTT perangkat desa yang melakukan pungli PRONA pun bisa kita baca di media-media dan aparat keamanan langsung menindaknya dengan hukum pidana.

Bayangkan, jika Jokowi tidak menggerakkan program PRONA ini, akankah 80.000.000 bidang tanah yang tidak bersertifikat akan mendapatkan sertifikat secara cuma-cuma?? TIDAK! Karena sejak dicanangkannya PRONA tahun 1981, baru di tahun 2015 program PRONA kembali berjalan. 10 tahun masa SBY, tidak sampai 1.000.000 sertifikat program PRONA dibagikan pada rakyat, itupun masih ditarik biaya yang mencekak.

Lupaka itu hutang negara untuk pembangunan, dibayar atau tidak, siapapun presidennya, hutang akan tetap ada. Namun baru dijaman Jokowi rakyat melihat dan menjadi sakti utang negara disulap menjadi sarana rakyat banyak. Utang negara tidak hilang karena dibelokkan kemana-mana dengan alasan subsidi dan keterangan yang tidak jelas.

Lupakan semuanya, karens fakta sudah jelas, Jokowi memberikan sertifikat kepemilikan tanah kepada rakyat langsung dari tangannya! Jokowi sangat menginginkan seluruh rakyatnya memiliki tanah yang bisa mereka wariskan dan menghidupi keluarganya.

Masihkan kita memerlukan alasan tambah untuk membuat kita mulai mensyukuri apa yang diberikan Tuhan?? Seorang pemimpin yang sangat dekat dengan rakyat karena dia berasal dari rakyat. Bukan orang militer juga bukan ketua partai.(Lutfi/SRT)
