JAKARTA – Pertahanan negara yang kuat harus ditopang oleh kebijakan yang tepat agar bisa dijadikan pedoman dan arah pembangunan pertahanan negara. Prioritas itu perlu direalisasikan mengingat tantangan ke depan yang dihadapi semakin berat dan kompleks.
Menteri Pertahanan Ryamizard Ryacudu mengatakan hal itu seusai memimpin rapat pimpinan Kementerian Pertahanan 2018 di Jakarta, kemarin. Turut hadir Panglima TNI Marsekal Hadi Tjahjanto, KSAD Jenderal Mulyono, KSAL Laksamana Ade Supandi, dan sejumlah pejabat kementerian/lembaga dan militer.
“Saya menekankan ke sana agar Pancasila sebagai alat pemersatu bangsa, pemersatu kita bisa dijelaskan kepada semua prajurit. Artinya, sebelum kita mengajak bangsa ini bersatu, ya kita harus bersatu dulu. Itu namanya loyalitas,” ujar Ryamizard.
Dalam pembangunan postur pertahanan negara, Kemhan mempertimbangkan dua kemungkinan ancaman, yakni nyata dan belum nyata. Ancaman nyata di antaranya terorisme dan radikalisme, separatisme dan pemberontakan bersenjata, perang siber dan intelijen, serta wabah penyakit, sedangkan ancaman belum nyata berupa konflik terbuka atau perang konvensional yang kemungkinan kecil terjadi.
Kedua kemungkinan ancaman itu menjadi acuan Kemhan untuk merumuskan kebijakan pertahanan negara. Tujuannya demi menjaga dan melindungi kedaulatan negara, keutuhan wilayah NKRI, dan keselamatan bangsa.
Panglima TNI Marsekal Hadi Tjahjanto menambahkan TNI tetap sejalan dengan kebijakan rapim Kemhan, yakni meningkatkan profesionalisme dan kesejahteraan prajurit.
Menurutnya, sejalan dengan rencana strategis TNI 2014-2019, pihaknya akan mendatangkan sejumlah alutsista yang secara bertahap bakal memenuhi kebutuhan di matra AD, AL, dan AU. “Ini dilakukan untuk meningkatkan profesionalisme prajurit dengan pendidikan dan pelatihan.’’
Sementara itu, upaya meningkatkan kesejahteraan dilakukan dengan membangun 7.000 rumah dinas yang dinilai layak huni. Rumah dinas itu diberikan kepada prajurit sesuai lokasi kedinasannya.
“Tujuan dari meningkatkan profesionalisme prajurit agar mampu melaksanakan fungsi sebagai penangkal, penindak, dan pemulih. Kita juga harus mampu melaksanakan tugas pokok yang diberikan, yaitu menjaga kedaulatan dan keutuhan NKRI dan melindungi segenap bangsa.(Lutfi)
