KUPANG, NTT – Gubernur Nusa Tenggara Timur, Frans L Raya, mengatakan, untuk menurunkan angka kemiskinan di suatu daerah bukanlah pekerjaan yang mudah. Provinsi yang dia pimpin juga termasuk wilayah dengan angka kemiskinan tinggi di Indonesia.
“Kalau bicara tentang kemiskinan, saya harus jujur mengatakan bahwa menurunkan angka kemiskinan bukan perkara mudah. Terlalu banyak variabel yang harus dipenuhi,” kata Lebu Raya dalam acara Natal bersama di Kupang, Rabu.
Menurut dia, ada sekitar 14 syarat yang harus dipenuhi seseorang warga agar tidak dikategorikan sebagai warga miskin. Inilah kategori kemakmuran warga menurut versi pemerintah yang bisa berbeda dengan standar serupa menurut stratifikasi sosial dan adat setempat.
Rumah misalnya, harus beratap seng, berlantai, berdinding batu, dan sudah diplester, dilengkap jamban. Ukuran rumahpun harus delapan meter persegi untuk setiap orang.
Artinya, jika ada empat orang dalam satu rumah maka ukuran rumah harus seluas sekitar 40 meter persegi.
“Kalau salah satu syarat dari bangunan rumah ini tidak terpenuhi maka penghuninya tetap masuk kategori miskin,” kata Lebu Raya yang akan mengakhiri masa jabatannya sebagai Gubernur NTT periode kedua ini.
Padahal, banyak perumahan yang dibangun developer yang saat ini ditempati warga berpenghasilan rendah, umumnya berukuran 21 meter persegi dan ditempati satu keluarga.
“Ini baru syarat tempat tinggal bagi seorang warga, belum syarat lainnya yang harus dipenuhi,” katanya menambahkan.
Karena itu, jika hari ini ada calon pemimpin ataupun pemimpin yang mengatakan bahwa bisa menurunkan angka kemiskinan di NTT dalam waktu singkat, itu bohong.
Menurut dia, siapapun yang akan memimpin daerah ini, harus bekerja ekstra, dan mendapat dukungan penuh dari pemerintah pusat untuk membangun daerah ini.
Tanpa dukungan pemerintah pusat, upaya menurunkan angka kemiskinan di daerah itu tidak bisa berjalan maksimal karena dukungan APBD sangat minim.
Kantor Badan Pusat Statistik NTT mencatat, hingga September 2016 NTT masuk peringkat ketiga untuk jumlah penduduk miskin di Indonesia setelah Provinsi Papua dan Papua Barat.
Jumlah penduduk miskin di NTT mencapai 22,01 persen atau 1.150.080 orang dari sekitar 5, 2 juta penduduk provinsi ini.
Jumlah penduduk miskin di NTT pada September 2016 meningkat 160 orang dibanding jumlah penduduk miskin pada Maret 2016 yang berjumlah 1.149.920 orang (22,19 persen). (Ant)
