Peran Partai dalam Indeks Demokrasi Indonesia Masih Rendah

JAKARTA – Direktur Politik Dalam Negeri di Direktorat Jenderal Politik dan Pemerintahan Umum Kementerian Dalam Negeri, Bahtiar menyatakan, dana bantuan bagi partai politik sangat dibutuhkan. Dana bantuan itu bisa untuk menjawab rendahnya indikator “peran partai” dalam Indeks Demokrasi Indonesia (IDI) yang disusun sejak 2006 sampai 2016 yang lalu. Dalam indeks demokrasi itu,  peran partai selalu berada pada nilai kurang atau ada di angka 5.

“Padahal di negara- negara demokrasi kelas dunia seperti Amerika Serikat,  Jerman, Austria, Perancis dan lain-lain, semuanya memberikan alokasi keuangan negara bagi partai minimal 30 % sampai 70 % dari total kebutuhan partai  per tahun, “kata Bahtiar di Jakarta, Minggu (17/12).

Bahkan di negara seperti Uzbekistan, lanjut Bahtiar, dana bantuan yang diberikan alokasinnya mencapai  100% dari total kebutuhan partai per tahun. Sedangkan di Indonesia, hanya 0,00063% dari total kebutuhan partai politik  per tahun atau hanya 13 milyar rupiah. Jika dibandingkan dengan Uzbekistan, tentu nilainya itu  sangat sedikit.

“Jumlah tersebut tidak signifikan dan tidak sejalan dengan komitmen dan tidak mendukung  arah kebijakan negara untuk mempeekuat sistem kepartaian yang mandiri, sehat dan akuntabel,” katanya.

Bahtiar menambahkan, jika semua  visinya adalah melakukan reformasi politik, dukungan pembiayaan alokasi keuangan bagi parpol mutlak diperlukan.  Karena sejatinya lembaga partai adalah hulunya sistem demokrasi atau hulunya sistem politik. Selama ini energi habis untuk membenahi hilirnya demokrasi atau hilirnya sistem politik.

“Habislah energi bangsa ini hanga berkutat pada upaya mengatasi akibat bukan mengobati penyebab,” kata dia.

Ia selaku Direktur Politik Dalam Negeri memang ditugaskan membantu Dirjen Politik dan Pemerintahan Umum untuk membantu Mendagri menyiapkan kebijakan nasionak di bidang politik dalam negeri. Ia berharap semua pihak memahami konteks dan konten alokasi keuangan negara untuk partai sebagai upaya mereformasi tata kelola negara agar semakin baik. Karena lembaga partai adalah sub sistem negara yamg sangat berpengaruh pada bekerjanya sistem politik ketatanegaraan dan kebangsaan.

“Kami berharap revisi PP Nomor 5 tahun 2009 dapat di tandatangani supaya dapat dioperasionalkan pada tahun 2018,” katanya.

Kata Bahtiar, walau yang  diusulkan masih sangat sedikit, namun itu adalah wujud bahwa  pemerintah memang benar-benar komit pada rel rencana pembangunan yang telah ditetapkan. Sebab jika tata kelola partai semakin baik, konsolidasi demokrasi di Indonesia bisa kian cepat. Dan negeri ini bisa bangkit dari transisi demokrasi yang kurang bergerak selama 17 tahun reformasi.
