MONASNEWS.COM, JAKARTA Pengembangan demokrasi dan peningkatan Indeks Demokrasi di Jakarta tidak hanya menjadi tugas pemerintah saja, tetapi juga menjadi tanggungjawab bersama antara Pemerintah, masyarakat, lembaga-lembaga demokrasi dan stakeholder lainnya.
Pernyataan itu disampaikan Kepala Badan Kesatuan Bangsa Politik (Kesbangpol) Provinsi DKI Jakarta, H. Darwis M. Adji, SH, M.Si pada saat menjadi panelis pada kegiatan Focus Group Discussion (FGD) tentang Penguatan Kelompok Kerja (Pokja) Demokrasi di DKI Jakarta yang diadakan oleh Ditjen Polpum, Kemendagri, Jakarta, Jumat (3/7/2017).
Menurut Darwis, IDI DKI Jakarta sebesar 71-78 selama 5 tahun (2009-2013) menunjukkan tingkat capaian DEMOKRASI di DKI Jakarta kategori SEDANG, sedangkan pada 2014 mencapai 84,7 meningkat menjadi kategori BAIK, begitu pun juga pada 2015 mencapai 85,32. Namun pada tahun 2016 IDI DKI Jakarta turun menjadi 70.85
Hal ini menunjukkan capaian demokrasi DKI Jakarta sangat dinamis, apalagi tahun 2016 suhu politik menghangat jelang Pilgub 2017, paparnya.
Dibanding dengan tahun sebelumnya, kata Darwis, nilai IDI DKI Jakarta 2016 yang diukur dalam tiga aspek demokrasi seluruhnya mengalami penurunan.
Indeks lembaga demokrasi mengalami penurunan terbesar yaitu sebesar 20.07 poin.
Indeks hak politik turun sebesar 15,65 poin,
Indeks kebebasan sipil turun 8,53 poin.
Pola sebaran ini menyebabkan indeks hak-hak politik dan indeks lembaga demokrasi turun dari kategori baik menjadi sedang, namun indeks kebebasan sipil masih tetap berkategori baik.
Darwis menambahkan, terkait agenda dan langkah-langkah yang telah dan akan terus dilakukan untuk mengembangkan demokrasi dan meningkatkan IDI di Jakarta yaitu:
Pertama, optimalisasi peran dan fungsi Kelompok Kerja IDI Provinsi DKI Jakarta yang beranggotakan lembaga/instansi pemerintah, Ormas/LSM, media massa, akademi dan partai politik.
Kedua, pemetaan dan penghimpunan kebutuhan data dan dokumen yang diperlukan dalam penghitungan IDI
Ketiga, meningkatkan program pengembangan demokrasi, diantaranya melalui:
- Civic education, khususnya bagi kelompok-kelompok masyarakat dalam hal penyampaian aspirasi dan pendapat secara damai (budaya demokrasi).
- Peningkatan kapasitas DPRD, dalam kaitan fungsi legislasi dan representasi agar lebih dapat (1) mendorong menyusun Perda Inisiatif, dan (2) menindaklanjuti aspirasi masyarakat melalui rekomendasi kepada eksekutif
- Dukungan Tahapan Pilkada, dalam hal pemutakhiran Data Pemilih untuk memastikan DPT yang berkualitas, dan dukungan fasilitasi yang lain sehingga Pilkada dapat berjalan dengan kondusif dan demokratis
- Dukungan peningkatan kapasitas perempuan dalam lembaga politik, guna meningkatkan representasi perempuan di DPRD
- Dukungan peningkatan kapasitas sumber daya manusia bagi partai politik, guna meningkatkan kualitas kehidupan berdemokrasi. (Enhar/ Foto: Yunidar)
